The monument was initiated by the public organization "Mūsų dialogas" and the Vilnius Russian community, and this place was chosen for the sculpture because M. Dobužinskis' painting "Tilto gatvė in Vilnius" depicts a group of buildings on Tilto gatvė, which the Soviet authorities intended to demolish in 1986, and the artist's work encouraged to preserve power as a cultural value.
