Vilnius district the municipal council approved the formation of the permanent education council of the Vilnius district municipality and the approval of its provisions. One of its main goals is greater involvement of the population in education policy in Vilnius district.
The draft decision on the establishment of the Education Council was submitted by Ruslanas Baranovas and Rūta Carik, representatives of the Social Democratic faction.
"I'm glad that it is in Vilnius district municipality the Education Council will operate, which will participate in the formation of the general education policy at the municipal level and mobilize the municipal society for the implementation of this policy. It will also act as a representative for students, teachers, parents (guardians, caretakers), social partners, education providers and their associations," says Ruslanas Baranovas, elder of the Social Democratic faction.
According to Rūta Carik, the Education Council will also analyze how the general education policy is implemented, make recommendations for measures and projects that implement the strategic goals and progress objectives of the education policy, and mobilize the public to achieve them.
"I have no doubt that the decision to establish the Education Council will bring many benefits and positive changes. There will be greater public involvement in the education policy in the Vilnius district, and we will also strive for a better quality of decision-making, more innovative solutions, better and wider examination and analysis of the educational processes taking place in the Vilnius district", comments Rūta Carik, a member of the Social Democratic faction, on the decision.
The meetings of the Board of Education will be held at least once per quarter.
The Board of Education will consist of:
- A candidate proposed by the Youth Affairs Council of the Vilnius District Municipality from school student self-government institutions;
- Heads of Education and Culture, sports and tourism departments;
- Representative of the Education, Culture and Sports Committee;
- Delegates of educational institutions to the council: one representative of a pre-school educational institution/department and 2 delegated representatives of a general education school;
- 1 representative delegated by the Vilnius District Association of Lithuanian Education Workers;
- Vice Mayor of Vilnius District Municipality;
- 1 representative of the Council of Non-Governmental Organizations of the Vilnius District Municipality from among the public representatives who submitted applications;
- parents (guardians, carers) are represented by 2 delegated members of parents (guardians, carers) councils of educational institutions, members are delegated by parents (guardians, carers) elected to the councils of educational institutions, Polish and Lithuanian schools delegate 1 member each;
- 2 universities with which Vilnius District Municipality has concluded a cooperation agreement, delegated representatives;
- 1 member delegated by the Vilnius District Sports School.
- Delegated by the Ministry of Education, Science and Sports 1 representative of a general education school operating in the Vilnius district and subordinate to the Ministry.
The composition of the Board of Education for the term of the municipal council is approved by the municipal council. At the next meeting of the Vilnius District Municipal Council, it is planned to submit a draft decision on the approval of the composition of the Education Council.
