Driving instructors notice that road users very often drive not according to the rules, and are generally unaware of the latest changes.

"It's been five years since driving is allowed and the section is not lit, until now you have to see people standing when they can drive, and, conversely, driving when according to the rules they shouldn't drive," said driving instructor Kastytis Povilaitis.

This was also acknowledged by the interviewed drivers.

"I once took part in a discussion on how to overcome a roundabout, and one person stated with a very serious face that he had seen one ring in Italy, he liked it very much and now he drives all the rings like that, not realizing that each ring is unique," said driving instructor Artūras Paken.

Therefore, there are already suggestions that drivers should be required to update their knowledge of road traffic rules every once in a while and possibly take an exam.

"Back then, our line of learning was more technical - knowing the carburettor, injection systems, spark plugs and so on. Now, learning to drive is a completely different concept, more participation in traffic. To force that person with the old concept to the new one, periodic courses would certainly not hurt", said A. Pakėnas.

The police department has nothing against it.

"Actually, there are some drivers who follow the changes in road traffic rules and discuss them, but there are some drivers who probably had and read the road traffic rules book for the last time before going to the "Registry" exam," emphasized the Public Order of the Police Department office manager Vytautas Grašys.

Police confirmed that older drivers often do not know the rules.

"We will also notice when communicating with the drivers that again certain changes in the rules did not reach the ears and even more so the brains of those drivers. The drivers really don't know about those changes, again, that accessibility to changes could be more accessible, perhaps with additional courses," asserted the head of the Public Order Office of the Police Department.

But other experts questioned what such a course would look like.

"There's an automatic need for additional resources, whether, say, driving schools should do it or Regitra should do it." Quite a lot of questions arise in this place," said traffic safety expert Darius Kanapinskas.

In addition, he does not think that forcing people to attend courses is a good solution.

"The most optimal option is when people do it voluntarily, because all forced things cause a certain resistance. A person can formally do that, but whether it will bring benefits or whether he will act like that is a big question," emphasized K. Povilaitis.

It is better if people themselves are encouraged to take an interest in the changes in road traffic rules, especially since there is no shortage of information.

"The media makes a big contribution. It's never the same as it used to be 10 years ago, you found out when it was printed, now everything starts to get out to the public at least a month before," said the traffic safety expert.

Some people are in favor, but the majority would not want compulsory courses.

Instead of mandatory courses, some propose to make it so that when collecting, for example, an extended license, the driver is asked a dozen questions related to the latest road traffic rules.

A person would have to answer, but would not suffer any consequences. In that case, he would see for himself how much he pays and how much he doesn't, which would perhaps encourage him to take an interest in the introduced innovations.
