The worst capital from the Baltic states. A big village, as foreign tourists say, a big village, there is not even a tram here (Riga has a dozen tram lines!!!). Even in Lithuania, I rate Kaunas much higher, and even Klaipėda, Vilnius is a poor orphan, compared to Riga and even Tallinn. And what is left to say here, worse and worse mayors are elected, and the current one in his architecture is generally the destroyer of the city, well, as it seems, not in vain (for himself)!
don't compare the cities of Tallinn and Riga with any vision, even if you don't understand where the settlements are located geographically, you are not serious. Vilnius can be compared with Minsk, Ukrainian cities, other poor cities of Eastern Europe
