Vilnius district The municipal council approved a plan for settlement boundaries and names, which aims to ensure clearer territorial administration procedures and reduce misunderstandings regarding addresses and property registration. This project will cover all the district's wards, and ten settlements will become towns.
"This reorganization marks a significant change in the administrative map of Vilnius District, reflecting the development of the region. In pursuit of sustainable development, not only are the municipal boundaries being revised, but also town status is being granted to as many as ten rapidly growing settlements: Avižieniai, Juodšiliai, Nemėžius, Skaidiškės, Paberžės, Pagiriai, Didžiaja Riešės, Rudaminai, Grigaičiai and Zujūnas," says Robert Duchnevič, Mayor of Vilnius District Municipality.
Another existing problem that required the re-establishment of the boundaries of residential areas is that unapproved settlement boundaries often cross the boundaries of registered land plots or even buildings, and do not correspond to the boundaries of roads, water bodies or forests. Therefore, for example, in the city of Nemenčinė, it is impossible to complete the process of restoring land ownership rights. Residents may also have problems declaring their place of residence, conducting an assessment of land plots or other real estate.
The municipality's initiative aims to regulate this situation - to establish precise boundaries of settlements so that they do not intersect with plots and comply with current legal acts.
"Our main goal is to create a clear, fair and convenient system for every resident of the Vilnius district. This means that after the transformation, it will be easier and smoother to register real estate, correctly calculate and pay taxes, and handle other daily administrative matters. This will undoubtedly contribute to a better quality of life in the district," emphasized Algis Vaitkevičius, the deputy mayor of the municipality.
Attention is also drawn to settlements previously abolished in accordance with the procedure established by law, such as the village of Suktiškės in Bezdonys eldership, the village of Skibiškės in Marijampolė eldership, the village of Medžialaukio in Nemenčinė eldership, and the village of Pasadininkai in Sužionys eldership. These areas were officially abolished, but they still contain registered real estate. Taking into account the wishes of the residents and in order to avoid administrative confusion, it is planned to restore these areas.
It is important to note that back in 2018, a survey of residents regarding the expected changes was conducted, the results of which were approved by the Vilnius District Municipality Council.
The changes should also facilitate administrative processes - territorial boundaries will be more clearly defined, address confusion will be reduced, and it will be easier for residents to declare their place of residence, register property, or value real estate.
The municipality encourages residents to follow the information and actively take an interest in how the planned changes may affect their place of residence.
According to the currently valid legal acts, residential areas are established and abolished, and the boundaries of their territories are established and changed by the Government, taking into account the proposal of the municipal council, submitted after assessing the opinion of the local population. Municipalities prepare plans for the boundaries of residential areas, coordinating them with the Centre of Registers, the Ministries of Transport and Agriculture. The prepared and coordinated documents are submitted to the Ministry of the Interior, which submits them to the Government for approval.
